This agency (mysteriously) has no phone #. Neither will they tell anybody who they represent. They express interest in my horror novel but require an 'independent' critique, cost only $90. They supply the critic. Does this sound normal?

Definetly they exist & definetly they are not recommended. Strongly not recommended. Anyplace that charges to read is telling you that is how they make their money. Here's a link of agencies, some not recommended. The one you've inquired about is down a few pages.
